Why can't I create ads in Meta Ads Manager?
Meta lets you create ads only with the right access: an Admin or Advertiser role on the ad account, full control or partial access for ads on the Facebook Page, and a valid payment method. If your profile, Page, ad account or business portfolio is restricted from advertising, you can't create ads until that is resolved.
Creating an ad touches three things you need access to: the ad account that pays, the Facebook Page or Instagram account the ad runs as, and your own profile. A gap in any one of them blocks you, and Meta reports some of these gaps as numbered errors. Check each layer below, starting with your role on the ad account.
What stops you from creating ads?
| Cause | How to check | Fix |
|---|---|---|
| Analyst role on the ad account | Your role in the ad account’s settings | Ask an admin for an Advertiser or Admin role |
| No access to the Page | Your Page name is missing from the dropdown (error #1443121) | Get full control or partial access (ads) to the Page |
| Instagram account not ready | The Instagram account isn’t professional or isn’t connected to a Page | Switch it to professional and connect it to a Facebook Page |
| No Page at all | You have no Page and no role on someone else’s | Create a Page, or request an admin, editor or advertiser role on one |
| No valid payment method | Payment settings for the ad account | Add a valid payment method |
| Advertising restriction | A notice in Meta Business Support Home | Follow the actions listed there or request a review |
Which ad account role do you need?
Meta’s ad accounts have three roles. Admins and Advertisers can create and edit ads; Analysts can only view ads and reports. Only Admins can change the payment method and manage who has access. If you own the ad account, Meta gives you the Admin role automatically.
Meta also lists errors you may see when Page or Instagram permissions are missing: your Page isn’t in the dropdown when creating an ad (#1443121), an ad you created is reported as no longer available (#2446289), or the object you are trying to access isn’t visible to you (#1487194).
What has to be in place before your first ad?
- Create a Facebook profile, which comes with an ad account and ad account ID by default.
- Make sure you have a Facebook Page, or an admin, editor or advertiser role on someone else’s Page.
- Set up a valid payment method on the ad account.
- Switch your Instagram account to a professional account and connect it to the Page if you want to advertise on Instagram.
Can a restriction stop you from creating ads?
Yes. Meta can restrict a business portfolio, ad account, Page or personal profile from advertising. If your personal profile is restricted, Meta says you can’t advertise or create new ads, and ad accounts where you are the only user may also be disabled, though other members of the portfolio, ad account or Page may still be able to advertise. Meta says new business portfolios and ad accounts may not get every advertising feature at first; Business Support Home shows what you can access and what to do to unlock more.
FAQ
Why can’t I create a second ad account?
Meta limits every advertiser to one ad account until they make a confirmed payment from it. Other reasons Meta lists are reaching your ad account limit, having one or more ad accounts in bad standing, or not having full control of the business portfolio you are adding the account to.
Do disabled ad accounts count toward my limit?
Yes. Meta says ad accounts disabled after 60 days without use or spend still count toward your ad account limit. You can view your creation limit in Business info in Meta Business Suite, and Meta generally adjusts the limit based on your spending history and use of existing accounts.
I’m an Advertiser on the ad account. Why can’t I pick my Page?
Your ad account role isn’t enough on its own. Meta says you also need full control or partial access (ads) to the Facebook Page. Without it, the Page won’t appear in the dropdown when you create an ad, and Meta shows error #1443121.
